The ACA envisions Exchanges that will be more than just clearinghouses that connect people with health plans. Instead, Exchanges are only allowed to offer high-quality, qualified health plans that meet provider network standards, and offer at least an essential benefits package.
The Exchange will categorize levels of coverage into four standard tiers: bronze, silver, gold and platinum. Bronze plans have the least generous benefits and platinum have the most generous. All insurers in the Exchange must offer at least a silver and a gold level plan.
